Mellissandria is a renegade Time Lady who crashed on Earth, in Paragon City. She uses her sonic toolkit to mimic superpowers, although, she is also telepathic, as many Time Lords are.

Even this far from home, she has heard rumblings of a Time War that destroyed her homeworld. Like the Doctor, she believes herself the last of the Time Lords.
